can any one tell me how to copy  a SAM file in to floppy  as a text file without using live cd or any softwere

SAM File can only be copied when it is not in use. and when we are running the windows os than it is in use so you can not copy that . to copy that System must be booted with the help of other source of installation . it may be cd or it may be other os residing over the same Disk.
