Title: Fail-Over Configuration HOW TO ?

hi all.
        Anybody tell me how to configure fail-over domain. if primary domain(www.site.com) goes down it will loop back the alternate domains(www.site.com).
 
we have 4 servers which resides as follows
     1) RHEL-3  resides in TEXAS( This is main domain having mirror sites of 2,3 & 4 )
     2) RHEL-3 resides in California
     3) FreeBSD-4 resides in China
     4) CentOS-4 resides in Texas
   If the 2(california),3(china) & 4th(texas) server goes down the 1st server(TEXAS) have to act as FAIL-OVER and vice-versa(FAIL-BACK). Kindly reply the same as soon as possible.
