PLEASE HOW CAN I USE SQUID TO ASSIGN 4KBPS BANDWIDTH TO EACH COMPUTER ON MY NETWORK 192.168.11.10 192.168.11.11 192.168.11.12

Yes, you can do that.. You have to use delay pools.. See my replies in this post.. how to clear squid cache and bandwidth management (http://www.linuxsolved.com/forums/ftopic476.html) and also see my various previous post at the forum :)
BTW.. you have to make new delay for each client
