How to block and Open port in SUSE 9.1 ?

Dear all member in Linux Forum

       i want to know that , How to block port and open port in SUSE 9.1 ?
Because now day i can't use port 23 (telnet) so i want to use port 23 . so how can i use comand or go to configure some where that can use port 23.and other port that we want to block and allow ........................

You can open the specif ports in SUSE  by using yast command:---
yast-System-SuSefirewall2 and there is the option ogf port which u wana open ..just  give the port no's which u want to open,all others are closed by default

          But i still dont understand some command that i had to read befor like i saw it can block ip and allow ip  , and can block website like http , or ftp , how can we block it ? coul d you write down some command for block it ,
